How STREETS can use Twilio for text and voice intake, privacy-safe review, routing guidance, field verification, and report updates.
Text and photo intake
Residents can send a short description, location, and photo without downloading an app. The current repository includes inbound SMS and MMS intake, resident replies, and verifier text prompts; production messaging still depends on configured Twilio credentials and a public number.
What software can do
STREETS can prepare image classification, privacy redaction, address matching, duplicate grouping, translation, speech-to-text, and safety-term checks. Automated output remains a draft until a person reviews the record.
Routing
STREETS can prepare the official-report or partner pathway that fits the condition. Direct City-system handoffs are described only where an approved integration exists; no City access or endorsement is implied.
Emergencies
STREETS is not emergency dispatch. Immediate danger belongs with 911 or the appropriate emergency utility line. Official Oakland service requests belong with OAK311.
Privacy and consent
STREETS documents conditions, not people. It does not use facial recognition or license-plate recognition, does not use report texts for marketing, and limits contact data to what is needed to operate the service and follow the report.
