What STREETS will not do.

Versioned privacy, verification, data-use, conflict-of-interest, and independence rules governing STREETS Oakland.

Policy status

Version 1.0. August 7, 2026. These prohibitions bind STREETS and anything derived from its data. STREETS documents physical conditions, not people.

Conditions, not people

STREETS prohibits biometric identification, person tracking, encampment targeting, person-based prediction, law-enforcement or public-safety scoring, and specified redlining-oriented data markets.

Human review

Evidence must receive human review before it is treated as verified or displayed publicly. Review includes relevance, privacy risk, source provenance, uncertainty, and removal of unnecessary person-level information.

Commercial firewall

A 90-day no-bid firewall separates STREETS evidence from Pure Street commercial field services. A location first identified through STREETS does not automatically become a Pure Street lead, and evidence priority may not be manipulated to create commercial work.

Independence

STREETS is an independent civic evidence project. It is not represented as an official City system, City contractor, nonprofit organization, or academically validated program unless separate documentation establishes that status.
